President and Chief Executive Officer, Health Choice Network
Mr. Kearns has served as President and CEO of Health Choice Network (HCN) since 2005. Previously, he was Chief Information Officer and Chief Financial Officer of HCN for nine years, leading the organization’s fiscal and information technology integration efforts. Mr. Kearns has served the health center industry for 20 years, providing expertise to emerging health center controlled networks and centers in 15 states. He is also the CEO for Prestige Health Choice, a Florida Medicaid Provider Service Network with more than 74,000 members that is owned and controlled by HCN of Florida and its member centers. HCNFL also coordinates the South Florida Regional Extension Center, a non-profit community initiative assisting and guiding more than 2,500 health care providers in eight counties as they adopt and meaningfully use electronic health records.
Mr. Kearns currently serves on the Florida Agency for HealthCare Administration’s (AHCA) Health Information Exchange Coordinating Committee (HIECC) and AHCA’s Low Income Pool (LIP) Council. He is an active member of the National Association of Community Health Centers (NACHC) Finance committee, subcommittee on Health Care Financing and the Health Center Controlled Networks Task Force. Most recently, HCN became a founding member of THQLink and Mr. Kearns serves on the board of THQLink. In 2010, he served on Florida Governor Rick Scott’s Healthcare Transition Team. Mr. Kearns holds a Bachelor of Arts in Computer Science from the College of William and Mary and a Master of Business Administration from the University of South Florida.
